Integrated pest management gets used as a marketing phrase often enough that most homeowners assume it means gentler products. It does not. IPM is a decision process, and the products are only the last part of it. Understanding the sequence is useful whether you are handling a problem yourself or trying to work out what a company is actually proposing to do at your house.
The EPA describes it as “an effective and environmentally sensitive approach to pest management that relies on a combination of common-sense practices,” built on current information about pest life cycles and how those pests interact with their environment (US EPA, Integrated Pest Management (IPM) Principles). It applies to farms, but the EPA states explicitly that the approach also fits non-agricultural settings such as the home, the garden and the workplace.
Four steps, in order
The EPA lays out a four-tiered approach. The order is the whole point, because each step can make the next one unnecessary.
1. Set an action threshold
A threshold is the point at which pest numbers or conditions mean action is warranted. The EPA’s line here is the one most worth remembering: “Sighting a single pest does not always mean control is needed.”
In a Texas house, that distinction is practical rather than philosophical. One paper wasp cruising a porch in April is not a nest. A few ants on a patio are not a trail into the pantry. One cricket in a garage in October is what October does. Deciding in advance what would actually count as a problem stops the reflex response to every insect that appears, which is where a lot of unnecessary spraying starts.
2. Monitor and identify
The EPA is blunt that not everything living around a house needs control: many organisms are harmless and some are beneficial. Accurate identification, it says, “removes the possibility that pesticides will be used when they are not really needed or that the wrong kind of pesticide will be used.”
Identification is also where most homeowner effort is wasted or saved. Carpenter ants and fire ants are not the same problem. A mud dauber and a yellowjacket are not remotely the same problem. For a homeowner, a photograph and a five-minute question beats a guess and a purchase.
Monitoring is the other half. It means checking the same places on a schedule so that a change registers as a change: the same corner of the garage, the same run of baseboard, the same section of fence line. Sticky monitors and traps exist for this reason, not to control anything but to tell you whether activity is rising or falling.
3. Prevention
The EPA puts prevention as the first line of control, describing IPM programs as working to manage the space so that pests never become a threat. It notes that preventive methods are often effective and inexpensive to run, with little to no risk to people or the environment.
At a house, prevention is mostly plumbing, carpentry and yard work. Water that drains away from the slab. Screens without gaps. Gaps around pipe penetrations closed. Food and pet food in sealed containers. Debris and stored wood off the ground and away from walls. It is unexciting, and it is the part with the longest-lasting effect. The clearest example in this state is mosquitoes, where removing standing water around a Central Texas property does more than any adult treatment applied over the same untouched breeding sites.
4. Control, chosen by risk
Only when monitoring, identification and thresholds all say action is needed does IPM reach for control, and even then the EPA describes evaluating methods for both effectiveness and risk. Less risky controls come first, including highly targeted chemicals such as pheromones that disrupt mating, and mechanical options such as trapping. If those are shown not to work, more is done, up to targeted pesticide applications. The final sentence of the EPA’s description is the one to take into any conversation with a company: “Broadcast spraying of non-specific pesticides is a last resort.”
Why the order matters more in Texas than the products do
The state runs a long pest season across most of its territory, and a house that is producing pests structurally will keep producing them regardless of what was applied last month. A perimeter treatment does not fix a door sweep. It does not drain a low spot in clay soil, and it does not close a gap around a garage door. Those are prevention problems, and an application schedule that never addresses them turns into a permanent expense with a recurring symptom.
The reverse is also true, and worth saying plainly. IPM is not a refusal to use pesticides. The EPA is explicit that the approach takes advantage of all appropriate options, including the judicious use of pesticides. The argument is about sequence and targeting, not abstinence.
What IPM looks like as a homeowner routine
- Decide, before the season starts, what would actually count as a problem in your house rather than a normal sighting

- Check the same handful of locations on a regular schedule so you can tell a trend from a one-off
- Fix the structural and moisture conditions that keep producing the same species
- If control is warranted, start with the most targeted option that could plausibly work
- Look again afterward, and treat “did that work” as a question with an answer rather than an assumption
Step six is the one people skip, and it is the step that turns a series of treatments into a plan. If nothing is measured after an application, there is no way to know whether the next one is necessary.
Using this when you compare companies
The framework also gives you better questions than “what do you spray.” Ask how the company identifies what is present. Ask what monitoring they place and what they do with what it shows. Ask which conditions around your house they would want corrected, and what the plan is if activity has not changed by the next visit. A company working the way the EPA describes will have ready answers, because that is the job.
Ask each company to confirm its license status and insurance coverage as well, and get the scope and follow-up terms in writing.
